The Houthi militia, the Iranian arm in Yemen, continues its policies and executive procedures aimed at building its separatist entity from the state of the Republic of Yemen in all respects, in the legal and legislative front.
Over the past eight years, since its coup against the authority and its control of state institutions on September 21, 2014, the Houthi militia has deliberately violated the constitutional texts of the Constitution of the Republic of Yemen and issued laws and legislation contrary to those texts and adopted them as references for the work of institutions, entities and bodies established by the militias outside all constitutional and legal frameworks and texts for the functioning of state institutions.

Sources in the Ministry of Legal Affairs, which is under the control of the Houthi militias, told NewsYemen that the so-called (Law Reform and Development Committee) will undertake the tasks of preparing an integrated legislative and legal matrix for all current laws and regulations, which were formulated in accordance with the provisions of the Constitution of the Republic of Yemen, which are related to regulating the work of state institutions and facilities.
The sources added: The risks of what this committee will do is that it will delete and cancel a number of legislation and laws that the militias consider to be inappropriate for the work of the state of its separatist entity. state in the manner it sees fit.
According to the sources, the indication of what the committee will implement was clear from the statements of the Houthi leader and director of the presidential office, Ahmed Hamed - the most important influence in the militia authority - during the parliament session dedicated to launching the work plan of this committee, where Hamid claimed that all the laws that were in place During the era of the previous regime (during the reign of the martyr President Ali Abdullah Saleh), all were laws that legitimized guardianship and foreign interference, and that many ministries and institutions did not have laws and that they would work to prepare laws that preserve sovereignty and prevent guardianship, as he claimed.
The sources add that despite the responses of the Speaker of the Sana’a Parliament, Yahya al-Ra’i, and the head of the Sana’a government, Abdulaziz bin Habtoor, to Hamed’s allegations and criticism of his words, and their assertion that Parliament is tasked with legitimizing and issuing laws for the Yemeni state, and that Hamed’s words are incorrect allegations and that the process of enacting laws in Yemen began a few days ago. The sources added that the matter will not stop at changes and amendments, but may even extend to the possibility of the committee preparing a draft of constitutional amendments if necessary, which will complete the path of forming the state of the Houthi separatist entity from the republic more clearly.
On the position of the Sana’a House of Representatives regarding the Houthi militia’s trends in this matter, the sources said that they will wait for what will be presented to the parliament during the coming period, and that there is almost complete agreement between the members of the House that any legal legislation should be submitted to the parliament through the government and not through any other party, and that it will be For every incident.
But the sources concluded by saying: If the militias find opposition to their draft laws, whether from the government under their control or from the House of Representatives, they will issue those laws with de facto authority, as they did with many issues, including the formation of unconstitutional institutions and bodies and the amendment of laws and regulations without Referring to the government or the parliament, because it exercises its authority as a militia and not as a state whose work must be in accordance with established standards and foundations.
