Six years of recorded failure against the legitimate governments, during which they were unable to fulfill their repeated promises every year to the people of Aden and the neighboring governorates that they will enjoy a "cold summer", so that every summer comes with worse than before, and it seems that this year's summer will be the hottest, after the electricity service has recorded a deterioration. As the fire extinguishing hours increased recently, on average, to about 6 hours compared to only two hours of operation, due to the remaining volume of electricity generated from government and private stations at only 200 megabytes against the high demand for electricity to about 450 megabytes, and this comes despite the arrival of the first shipment of low-cost fuel To the stations, which were provided by Saudi Arabia to the government, which it was hoped would improve the electricity service, which astonished the people of the city.

According to specialists, many reasons stand behind the continuation of the electricity crisis in Aden over the past years. However, all of them refer to the tampering and corruption with which the legitimacy has managed this file since the liberation of Aden in mid-2015 AD, and following the policy of "patching up" with absurd and corrupt solutions that wasted billions of riyals.

The electricity crisis in Aden has escalated over the past years due to the increase in population numbers and the expansion of urban construction in the city after it became a temporary capital of legitimacy, like the rest of the liberated cities, which attracted hundreds of thousands of residents in the areas controlled by the Houthi militia. The liberated areas are now larger than the population of the Houthi-controlled areas.

Electricity in Aden can be summed up in two parts, first: the generation crisis due to the absence of strategic power stations that operate on low-cost fuel such as gas, and what is present are old and limited government stations that operate with expensive fuel, such as the Haswa plant, which operates on diesel.

The second part is a crisis of energy drainage and transmission due to the obsolescence and deterioration of the current network in the city of Aden, which raised the percentage of electricity losses to about 40%, which is an unprecedented catastrophic rate in the world, and what has multiplied the continuous random connection in areas undergoing urban expansion In Aden, which is causing a large part of the current crisis.

In light of these crises, legitimacy has resorted, since the liberation of Aden, to patchwork and absurd solutions instead of starting with a radical solution, which is to establish a strategic station with a power of not less than 500 megabytes, and to replace the old transmission and drainage system that operates on the 30 kilovolt system with a modern network of 130 kilovolts.

 This began with the steps taken by the previous government headed by Ahmed Obaid bin Dagher and former Minister of Electricity Abdullah Mohsen Al-Akwaa, one of the leaders of the Brotherhood, by contracting with private companies to buy energy in an expensive and expensive way through generators running on diesel fuel, which is the most expensive, and to carry out maintenance projects for government stations. The current one, headed by the Al-Haswa steam station, at a cost of $ 30 million, via a Ukrainian company in early 2017.

Last week, official documents related to a report submitted by the Central Organization for Control and Accountancy revealed shocking facts about this project, as he said that the amount allocated to the project, which was tampered with, was greater than the cost of constructing a new 50-megabyte power station that works with the same fuel (diesel), confirming The futility of the project to rehabilitate the Haswa station for several factors, including the age of the station and the high costs of generating electricity.

The report also indicated that the budget allocated to the project would have been possible to complete a number of more important projects, on top of which is the project to rehabilitate the distribution system to reduce the rate of waste by not less than 73%, which will achieve a saving in the productive energy whose production cost reaches an amount of $ 60 million annually, as well as the exploitation The amount in restarting the 60-megapixel Qatari station that runs on gas, as well as the projects of the 440-megapixel gas stations (referring to the Petromsaliya station), confirming that this will save the public treasury an amount of no less than $ 142 million annually as the price difference between diesel and gas .

The 18-page report listed a huge group of abuses and tampering that accompanied the project, which confirmed the failure of the Ukrainian company to achieve its goal, which is to raise the efficiency of the station, despite its receipt of the funds allocated in full and was not satisfied with that, but was facilitated to loot quantities of spare parts belonging to the station at a value 378 million riyals.

The catastrophic failure of the project was covered up - apparently - with the establishment of legitimacy and under the supervision of President Hadi in mid-2018 AD, the signing of an agreement with the Petromasila Company to construct a new Aden power station with a capacity of 264 megabytes and Hadramout coastal electricity with a capacity of 100 megabytes, capable of expansion, in parallel with the establishment of a modern drainage network for the transmission of energy In Aden.

At the time, President Hadi admitted that the prosthetic solutions through the purchased energy "were exorbitant and costly on the limited state resources and the suffering is frequent with them all the time," and stressed that this "made us think of strategic solutions for the benefit of Yemen as a whole," referring to the new plant that operates with gas or crude oil systems. .

Although the duration of the implementation of the project, as announced at the time, will not exceed a year, it took about two and a half years to complete the construction of the Aden station with a capacity of 264 megabytes, as for the Hadramout coast station, which was forgotten, and last month, the current Prime Minister, Maeen Abdul-Malik, promised during his visit to Mukalla to revive the project.

With the end of last year, the news confirmed the success of the trial operation of the Aden station and was ready to work, but that was not the end of the suffering for the people of Aden, as the issue of its introduction into service is still contingent on the completion of the 132 kilovolt energy drainage project, which has almost stopped under the pretext of non-payment The government will pay for the project costs despite the completion rate exceeding 50%, according to informed sources.

 What raised the surprise was the decisions taken by a meeting of the Supreme Energy Council headed by Prime Minister Maeen Abdul-Malik last Thursday, to deal with the electricity situation in the temporary capital of Aden, and among these treatments "examined a proposal submitted by the Ministry of Electricity for Energy on renting a floating power station running on diesel fuel." Instead of talking about speeding up the power drain line project.

According to specialists, talking about this proposal is considered in vain, with the presence of a ready-made Petromsila station and its failure to enter due to the inability of the current transmission lines to withstand the voltage generated by them, which means that the problem is now no longer a generation problem until talking about chartering a floating electric ship, rather it has become a drain problem. And transfer of energy.

These facts reveal the extent of the absurdity and corruption with which the legitimacy administers the liberated areas and that the problem is not in the availability of resources, which confirms the validity of the accusations directed against the legitimacy and the Brotherhood group controlling the decision to use the electricity file as one of the tools of political blackmail against its opponents on the ground, especially the Southern Transitional Council that controls Aden.
