Houthi circular to monitor and prevent the exit of ministers and parliamentarians from Sana'a (document)

A designated Houthi leader in the post of Deputy Secretary of the Capital issued a circular to the militia militants to monitor and prevent the exit of ministers, members of the House of Representatives and the Shura Council and their companions from Sana'a to visit their families during the Eid Al-Adha holiday.
The circular, signed by Mahmoud Sharaf al-Din, addressed to the director of the capital’s security, directors of directorates, and officials of the popular committees (Houthi supervisors in the neighborhoods), to monitor any attempts to get out of the capital Sanaa by the ministers and members of the House of Representatives and the Shura Council and their companions and to report immediately to the supreme security services to take their appropriate measures.
This circular came to confirm that the senior officials in the Houthi state and the remaining members of the House of Representatives in Sana'a are under house arrest and the coup militia deals with them with an authoritarian, priestly and authoritarian mentality to force them to submit and remain in their areas of control and not flee to the liberated areas and join former officials and parliamentarians who escaped from their grip and they declared their support for legitimacy.
The Houthi circular in its second clause stipulated the prevention of elements coming from the Houthi militia fronts to spend the days of Eid with their families from entering the capital, Sanaa.
The circular required the director of the capital’s security, who was appointed by the militia, to circulate the security points at the entrances to the capital by applying what was stated in this circular.
In the first comment, a member of Parliament, Abdo Beshr, considered this circular a clear violation of the constitution and laws.
Beshr said in a post on his Facebook account, "If this circular is correct ... this agent should be held accountable because he does not understand anything in the constitution and laws."
He added, "An agent has no right to generalize to prevent those who are most senior."
The parliamentarian Beshr concluded, "This is a reckless disregard, and it is considered a breach and a breakdown of constitutional and legal texts."
