Over the past decades, the leaders of the international organization of the Brotherhood found a safe haven in Qatar, which had a distinct relationship with the terrorist group, as the small emirate sought to play big roles beyond its borders, to make Doha the Brotherhood’s capital in the world, where the headquarters of the terrorist organization and the official spokesman are located and spiritual leader.

Since the fifties of the last century, the Brotherhood has settled in Qatar, as part of successive waves of refugees, when, at that time, the first wave arrived from Egypt to Doha, following the conflict between the Nasserist regime and the group, and the Brotherhood later worked, with the encouragement of the Qatari regime, to transfer the organization’s headquarters from Cairo to  Doha, and the latter committed itself to financially and politically supporting the Brotherhood’s branches in the world, as well as in the media through its Al-Jazeera channel.

Before the outbreak of the so-called "Arab Spring revolutions", the pragmatic Qatari policy wanted to enhance its regional influence, and found in the Brotherhood the first horse that would lead it to regional leadership, so it supported the establishment of what it called the "Academy of Change", as a Brotherhood tool to train young people in Arab countries, on how to  Demonstrations and sit-ins to overthrow the Arab regimes, and after the outbreak of protests in some Arab countries, the Brotherhood also supported the Brotherhood’s branches in those countries, in order to help them reach power, or the stage of empowerment as it is called in the Brotherhood’s literature, where the Qatari Emirate of Evil supported the Brotherhood’s branch in Yemen  The Islah Party, which enabled it to play a leading role in the efforts that were underway, to overthrow the regime in 2011.

With the outbreak of Operation Decisive Storm 2015, and Qatar’s participation in the Arab Coalition to Support Legitimacy in Yemen, the Emirate of Evil exploited terrorist and extremist groups to achieve its goals in Yemen, by strengthening the role of the Islah Party by supporting its armed militias in Taiz and Marib, in addition to supporting some sheikhs under the name of “popular resistance.”  .

Qatar’s support for the Brotherhood and its various branches was considered one of the main reasons that led to the outbreak of the crisis between it and Saudi Arabia, Egypt, the Emirates and Bahrain in 2017, although Doha then committed itself, in the reconciliation session within the framework of the Gulf summit held in Al-Ula, Saudi Arabia, to halting  Supporting the Brotherhood, expelling its non-citizen elements from Qatar, and stopping providing support to any organization or group in Yemen that sabotages internal relations or relations with surrounding countries, but Doha was accused in the same year of violating the terms of the agreement.

A leaked document dated September 6, 2020, sent by the Qatari Foreign Minister to the Ambassador of Qatar in the Sultanate of Oman, revealed that financial support was provided to Brotherhood leader Hammoud Saeed Al-Mikhlafi in the amount of $2,000,000 in cash per month, “in order to increase efforts and cover the expenses of the resistance in the field, based on the  The directive of the Emir of the State regarding supporting the struggle operations of the resistance brothers in the Republic of Yemen.  According to the document.

The Emirate of Terror still hosts many leaders and activists of the group on its territory, some of whom are wanted by Arab governments, and it continues to provide official and popular support to the International Union of Muslim Scholars, the advocacy arm of the group.  As well as financing a wide media network of television stations and websites that defend in one way or another the ideas of the terrorist Brotherhood.
