Sources reveal the failure of the Houthi militia to agree to pay salaries and use them for bidding only

The Houthi militia, the Iranian arm in Yemen, deliberately publishes misleading information related to the issue of its positions on the efforts to extend the truce sponsored by the United Nations, which is supposed to expire at the beginning of next month, as it is usual with every negotiation that takes place regarding the truce.

The latest misleading information published by the Houthi militia, which preempted the current efforts to reach an agreement to extend the armistice, which is supposed to end next week, specifically on the second of next August, was related to the issue of paying the salaries of state employees.  The countries of the Arab coalition and the legitimate government demanded the payment of the salaries of the employees, and for two months as a first payment.

Sources in the Ministry of Foreign Affairs, which is under the control of the militias in Sanaa, revealed to NewsYemen that what the media and militia media are publishing is not true, and that it falls within the framework of the bids that the Houthis are trying to record positions through and appear as defenders and demands for people's rights, foremost of which is the issue of salary disbursement.

Yemeni employees are living a real tragedy, represented by the interruption of their salaries for six years, due to the war on the one hand and the differences between the legitimate government and the Houthi militia on the other, especially after the former moved the headquarters of the Central Bank of Yemen from Sanaa to the capital, Aden in August of 2016, specifically after the failure of the Kuwait consultations.  Regarding Yemen, which the militias found a justification for evading paying the salaries of employees on the pretext that the legitimate government was committed to this when it transferred the Central Bank.

According to the sources, the Houthi militia raised the issue of paying employees’ salaries as one of the demands to agree to extending the truce, but it set certain conditions to implement this, the most prominent of which is that it is committed to supplying the revenues of the port of Hodeidah to a special account, while the legitimate government is obligated to pay the differences in salaries of employees, which is what the legitimate government agreed on conditional  At the same time, the militias are obligated to collect all other revenues from customs, taxes, zakat and other revenues to the same account, which the Houthi militias rejected altogether.

The sources considered the Houthi militia's refusal to unify all revenue streams in one account as evidence of their intentional obstruction of reaching an agreement that allows solving the problem of paying employees' salaries and at the same time confirms that they are using the issue of salaries just for political and media bidding, but in fact they are not interested in solving this tragedy in any way.

In addition to the amount of money that the militias collect from the revenues of the port of Hodeidah, it collects billions of riyals from the royalties it imposed, especially those unconstitutional and illegal royalties such as additional customs imposed on various goods coming through the ports and customs outlets under the control of the legitimate government.  In addition to the illegal taxes and royalties in various fields imposed by the militias without any constitutional or legal basis, which has become evidence of their clear separatist practices and their refusal to abide by the Constitution of the Republic of Yemen and its applicable laws regarding various financial revenues.

The sources confirmed that the militias’ refusal to unify the revenue streams in one account confirms their fears not from the amount of money they collect outside the framework of the constitutional and legal texts, but rather their fear of revealing the amount of financial corruption they practice as a result of those levies that if they were revealed officially and accurately, citizens would know, especially employees in areas  The militias control that the latter continues to lie and deceive them regarding their salaries, despite their ability to spend them from the revenues they collect.

The Houthi militias are satisfied with paying half a salary to the employees in their areas of control with each Eid al-Fitr and Eid al-Adha, i.e. one salary per year, before they steal it from the employees by forcing them to donate to its sectarian and sectarian activities and activities and linking those donations to their access to domestic gas, or through doses  The price, especially in the prices of oil and gas derivatives.

Sources in the Tax Authority, which is under the control of the Houthi militia, the Iranian arm in Yemen, revealed to NewsYemen that the amount of money collected by the militias from taxes has increased to about three times what was collected and collected during the past years.

For its part, sources in the Ministry of Finance, which are under the control of the militias, told NewsYemen: These figures confirm that the Houthi militias can pay the salaries of state employees according to the 2014 statements in all governorates of Yemen, but they continue to refuse to hand over the salaries of employees even in areas under their control, on the pretext that they do not have sufficient revenues.  Therefore, it suffices to pay only half of two salaries distributed over four halves during the whole year.
