A new economic report revealed that the Houthi militia's tax resources during 2019 amounted to one trillion riyals "one billion and 651 million dollars", a 7-fold increase over tax revenues in the legitimate government areas for the same year.

Tax revenues in the areas of the legitimate government that control all land, sea and air customs outlets, except for the port of Hodeidah, amounted to 140 billion riyals for the year 2019, according to the report of the Economic Media Center, "Tax and customs levies is another aspect of the war in Yemen."

The report confirmed that tax fees were raised by 30 percent in the tax outlets established by the Houthi group inside the cities.

The Houthi militia's tax resources alone for the year 2019, which have refrained from providing basic public services and paying civil servants' salaries for 5 years, are sufficient to pay the salaries of state employees for a full year, amounting to 900 billion riyals.

Independent UN sanctions monitors in Yemen and the International Crisis Group have confirmed that the Houthi militia has become more effective in taxing goods and companies, and is using most of this money to fund its war effort.

The International Crisis Report, "Rethinking How to Achieve Peace in Yemen," explained that Hadi's government lacks effective control over local offices and coordination among them, and is accused of corruption, non-payment of salaries and basic services.

The Houthi militia controls the capital, Sanaa, and with it the main economic center in the country and its existing institutions, and controls its traders and fuel distribution.

Traders complain about the process of double taxation, the Houthi militia’s creation of 7 customs outlets in the country, and the raising of customs tariffs and taxes by the Houthi militia, which in turn affects the wave of high prices that affected all food and necessary goods and services.
