Studies Center: Hadi is a failure and a presidential council must be formed to administer Yemen

The Sana'a Center for Studies urged the formation of a presidential council in Yemen, affirming that the interim president, Abd Rabbo Mansour Hadi, “failed to manage the situation at the military and political levels.”
The center said in a recent report, that the Presidency Council represents a reasonable alternative to the executive authority, and Yemen avoids a political crisis over who will succeed Hadi if he is unable to continue in his position or dies.
The report stated that the council will provide a collective pattern for decision-making, enhance transparency and provide opportunities for greater accountability.
He explained that the absence of the head of the legitimate authority since mid-2015 has contributed to strengthening the rule of the militias, most notably the Houthi armed group and the groups that are supposed to be allied with the Hadi government.
The report expected that efforts to form a presidential council would face political resistance and opposition from President Hadi and his allies, which requires Saudi Arabia, the United Nations and international stakeholders to put pressure on Hadi, such as Riyadh stopping support for him, and providing guarantees to Hadi's allies that they will remain essential partners in power.
And he considered that the government is the only part that is still functional, while the parliament has become significantly disrupted, as it no longer represents the main political parties in the country, nor the needs and aspirations of Yemenis since his election in 2003.
The report recommended the formation of a presidential council that prevents the individual monopoly of power, and establishes more collective decision-making in the form of 15 members representing the main social and political entities in Yemen, including two vice presidents.
The report said: "Hadi will remain president of the council, but his role will be limited to approving the formation of the council and transferring his powers to the new council. Hadi will not have any other powers; decision-making in the council will be based on the majority vote."
He stressed that the Presidency Council should have clear powers determined by the councils bylaws, including the authority to make certain appointments such as the prime minister, oversee government institutions, and set the general framework for foreign and defense policies. The council should also be granted limited access to the state's fiscal budget.
The report urged a group of parliamentarians and political party members who support the presidential council’s proposal to work to gain broad support from various local and regional stakeholders.
The Sana'a Center for Studies stated that, given that Yemen is subject to Chapter Seven, with a cover from the regional powers and the Security Council, the legitimacy of the Presidency Council will be identical to that of the Hadi government.
