Al Houthi militia looted public funds with forged supply contracts

United Nations experts said that the Houthi militia transferred public funds to the accounts of field leaders, through fraudulent supply contracts, in the absence of effective budget control.


 In a report to the Security Council, the experts confirmed that the team obtained documents showing how the Houthis laundered money under the name of the war effort, by establishing a false supply contract for the Revolutionary Committee, under the names of people affiliated with the group.


The team of experts explained that in mid-2016, the Central Bank of Yemen in Sana'a transferred more than 4.8 billion riyals ($ 22 million) to an account in a private bank in Sana'a owned by a company called "Levent Vision" to supply flour to the revolutionary committee, but the cash flow of Levent Vision does not show any payments for the purchase of goods, but it does show cash transfers to three individuals, who are not known to be merchants.


The committee said the cash flow indicates that within a week or two of the transfer from the Central Bank of Yemen to the Yemen Kuwait Bank, the amount of 4 billion, 559 million riyals, 370 million was withdrawn by Abdullah Abbas Jahaf, and 2 billion and 89 million riyals by Ali Qasim al-Amir, 2 billion and 90 million by Muhammad Abdullah Muhammad Hassan al-Muayad.


The Houthi militia militia worked to empower its members economically, and transferred them to the wealthy class of people's money, at a time when tens of thousands of children die of starvation, and more than 10 million Yemenis are on the brink of starvation, due to the stopping of salaries, lack of work opportunities and earning a living.
