Aden, NewsYemen, exclusive:

In conjunction with the state of popular upheaval in the capital, Aden, the media official at the General Electricity Corporation in Aden, Nawar Abkar, revealed the reasons for the decline in electricity service in the city in conjunction with the high temperature with the advent of the summer season in which generation loads increase.

Abkar, in a lengthy post on his Facebook account, confirmed that the reasons for the lack of service improvement this summer revolve around two main points: the absence of a real will from the presidency and the government, and the prime minister’s evasion of carrying out the minimum of its duties regarding the electricity file, pointing out that if The Presidential Leadership Council and the government want the capital, Aden, and the neighboring provinces to enjoy a reasonable amount of electricity. They would have taken decisions last year that would put an end to 80% of this suffering, and at a much lower cost than what the country's officials spend on their own expenses.

Enter Petromisila and Mansoura stations

Abkar explained that these decisions would have contributed to the introduction of the PetroMasila station into service, which means adding more than 170 megawatts to the current generation and thus reducing the deficit from 320 megawatts to 150 megawatts only, referring to the status of the Mansoura station, which the Presidency of the Government took a decision to rehabilitate in April. From the year 2022, it did not officially take the procedures until after the intervention of the Minister of State, Governor of the capital, Aden Ahmed Hamed Lamlas, last March, and he paid $14 million of the rehabilitation value of 32 million euros.

He added that preparations are currently underway to introduce one of the engines that have been rehabilitated for service during the coming days with a capacity of ten megawatts by the foreign crew carrying out the maintenance process, and until this moment the prime minister has not initiated paying even part of the rehabilitation value, noting that the rehabilitation process will raise the station’s production from 23 megawatts to 60 megawatts, meaning if this government was serious, there would have been 40 megawatts put into service this summer, but as usual, paper decisions and a disavowal of reality.

Qatari

 station problem

Earlier, he touched on the problem of the Al-Hiswah 2 station, known as the "Qatari station", which generates 60 megawatts, and said, "You can imagine that the Qatar Fund for Development presented more than a year ago to the presidency of the government with an initiative to rehabilitate the station and re-enter it into service again at the fund's expense only with approval from the Yemeni side represented by the presidency." After follow-up by the Minister of Electricity and Energy, Eng. Manea bin Yameen, and procrastination for more than a year by the Presidency of the Government, the Qatari side was allowed last month, which graciously opened the station's engines and transported them by air to the Netherlands to carry out the repair process in late May, that is, a year after the submission of The request is formal,” explaining that if there was a real will, it would have been 50 megawatts of net production from the Qatari station, and not at the end of this year, according to what the Qatari side said.

He added, "If there was a will, the generation deficit would have decreased from 320 megawatts to approximately 60 megawatts, and all of that is with the work of rehabilitating the Mansoura and Qatari power stations and completing the power drainage project, which has been obstructed for more than two years."

UAE drainage and solar energy projects

Regarding the energy drainage project, Abkar explained that the teams are currently carrying out the work of connecting cables and switches, and that nearly 90% of the connection work has been completed at the Al-Haswa transformer station, and work is currently underway in the two transformer stations (Mansoura - Khormaksar), but he indicated that it will not be completed within current summer.

With regard to the 120-megawatt solar power plant provided by the United Arab Emirates, Abkar said, "It was scheduled to enter service this month. According to the executing company's report, due to the late arrival of materials and the obstacles that the company faced at the work site, the time period for introducing the station into service will be in the month of October next.

The forgotten floating ship

Early did not forget to recall the floating ship that was chartered by the Presidency of the Government and was scheduled to arrive in September of last year 2022, but he refused to talk about it and asked the Presidency of the Government, "Where did the ship arrive ?!", and demanded the Presidential Leadership Council to search for this ship. .

Fuel file and the futility of the prime minister

Earlier in his publication, he considered the electricity fuel file the most important file that the prime minister clearly tampered with, and said that the prime minister did not ask Saudi Arabia to renew the grant despite the request of the ministry and the General Electricity Corporation to do so, and it purchased diesel and diesel fuel from the commercial market at a cost three times more than what the brothers provide for reasons that are not hidden from anyone. Referring to the brokerage and commissions that accompany such operations.

And he added, "Not only that, but the government, since last week, has avoided providing fuel for Aden's electricity and left the governor to face it alone. The fuel, which costs nearly one million and 200,000 dollars per day, was carried by the local authority and avoided carrying out its duty without even taking into account the conditions we are currently living in and the impact." The consequence of stopping the supply of fuel, which necessitated the governor this morning to stop the supply of Aden's revenues for the benefit of the Central Bank as long as the matter reached the head of the government that it was evading its duty," explaining that the governor had bought 3 thousand tons of diesel in addition to the two thousand that he bought yesterday.

One last question

Earlier, he asked about the reason for the silence that hangs over the Presidential Leadership Council, specifically Major General Aidaroos Al-Zubaidi and Abu Zaraa Al-Muharrami, regarding this corruption and the suffering that the citizen is exposed to, stressing that statements are no longer enough and that the citizen is waiting for urgent solutions that, at a minimum, guarantee securing summer fuel only, and then we discuss solutions. Summer 2024.
