The "NewsYemen" reporter polled the opinions of a number of citizens residing in the Houthi terrorist militia's control areas, especially Sanaa, on the decision to transfer power in Yemen and establish the Presidential Leadership Council.
The majority of responses were in favor of the move, while citizens expressed their optimism for the establishment of the Presidential Leadership Council, and Abd Rabbo Mansour Hadi transferred his full powers to the council.
They promised the establishment of the Presidential Council a pivotal turning point in the crisis, which would stop the war and achieve peace, whether through political negotiations or through the military track, especially since the recent development creates the conditions for the crystallization of a stronger military alliance against the militia, according to a well-studied and planned strategic vision.
An important shift that must be supported
Commenting on the announcement of the formation of the Presidential Leadership Council, Muhammad Ali, a political science student at Sanaa University, told NewsYemen: I think this step represents a very important shift in terms of breaking the stalemate in Yemen as a result of the war against the Houthi militias for seven years without reaching a military resolution that ends the coup. It restores the state, by bypassing the outdated tools that were uselessly relied upon to lead the battle to restore the state.
Muhammad added, this transformation must be supported as it will contribute to creating a suitable environment and ground capable of making a breakthrough that will allow pressure on all parties, especially the Houthi militias, to accept the principle of negotiation and go towards a political settlement that ends the war and coup and restores the state and its institutions with the participation of all parties, including the Houthi militias. This is a transformation that it is important for all of us to support and bless, as it is an urgent popular demand.
A step for peace by negotiation or war
Samira Ahmed Ali, a sociology student at Sana'a University, for her part, points out that the establishment of the Presidential Leadership Council may reflect a tendency to prepare the ground for achieving peace after seven years of war that only resulted in the destruction and fragmentation of Yemenis, land and population.
Samira adds to Newsymen: I think that reading the type of names included in the formed council, which will administer the internationally recognized legitimate authority, suggests that there is a trend based on two simultaneous tracks: the first is the peace track, which requires the Houthi militias to accept to sit at the negotiating table in order to include them in this council later or Re-forming it according to the results of the negotiations, thus ending the war and achieving peace, which was clear from the contents of the first speech of the Speaker of the Council, Dr. Rashad Al-Alimi, but at the same time, that speech also revealed a parallel path that may be a military path based on unifying the efforts of all parties to the resistance. Military and political action against the Houthi militias, especially since all of the council’s members, except perhaps Abdullah Al-Alimi, are well-known military leaders, some of whom led field battles against the Houthi militia, either in the south or the north.
Samira concluded by saying: Based on that, if the Houthi militia refuses to deal with this transformation, it will be a sufficient justification for the continuation of the military operations against it in a stronger way than it was previously, especially since its members represent all the actors in the arena and all of them have one goal in common, which is to confront the Houthi militia, end its coup and restore Country.
Important shift
As for Abu Ali, who is from Amran Governorate and works in the field of trade, he sees the step of forming the Presidential Leadership Council as an important transformation and an indication that there is a regional tendency among the coalition countries (Saudi Arabia and the UAE) to end the war and support any political solutions that restore Yemen to its state and allow everyone to participate in drawing up his future.
He referred to the rapid financial support that followed the council's announcement, by providing three billion dollars to Yemen, including two billion provided equally by Saudi Arabia and the UAE in support of the Central Bank of Yemen.
Abu Ali adds to NewsYemen: I think that if the council succeeds in returning to work from the temporary capital, Aden, and overcoming the negative aspects of Hadi’s absence and his authority, and the negative performance of his successive governments that were under the control of one political party, the Muslim Brotherhood, led by Representative Ali Mohsen al-Ahmar, and ending the great corruption that characterized the period The presence of President Hadi, whether before or after the Houthi militia coup and the start of the war against the latter, thus creating a shift in public opinion that the council leads the state and takes care of its citizens in all governorates, whether liberated and under the control of legitimacy or the governorates under the control of Houthi militias.
Abu Ali gives an example by saying: If the council succeeds in handing over the salaries of state employees in all governorates, including the governorates controlled by militias, it will present a different model and convince people, including those who fall under the control of the Houthis, that there is a state and legitimacy that represents them and takes care of their interests, not as is the case now. As the cutting of salaries on the Houthi-ruled governorates led to a negative reaction among the employees who felt that Hadi’s legitimacy when she transferred the bank and pledged to pay the salaries, but that this step was carried out merely to punish those who live under the authority of the Houthis, not to mention bringing about security and development stability in the legitimate governorates reflects the fact That there are state authorities and not the legitimacy of corruption that resides in hotels.
On the other hand, Abu Ali believes that, on the contrary, if this council is not based on the basis of its formation, modus operandi, and performance mechanisms in accordance with a strategic vision (political - economic - development - diplomatic - security - military) supported by the coalition, it may turn into an entity that does not differ from Hadi's authority Which failed politically, militarily, economically and diplomatically and at the same time contributed to the increase in the Iranian project’s incursion in Yemen through its Houthi arm.
