The Governor of Shabwa Governorate, Sheikh Awad Al-Wazir Al-Awlaki, confirmed that Shabwa will be part of any project presented when conditions are stabilized, whether the project of secession or the system of regions, stressing the need to build the province, whether the government is in Sanaa or Aden.
This came during his response to a question by the newspaper "The Independent Arabia" in an interview with him, about whether he feared a conflict between him and the Southern Transitional Council, pointing in his speech to the conflict experienced by the governorate between the previous authority and the Transitional Council.
He said, "When we came, we worked to calm the souls, and we communicated with all the political and social forces in the governorate, including the Transitional Council, and we said Shabwa to all, and political freedom is guaranteed according to the regulations and laws, and we do not want anyone to be excluded, and we found conscious leaders from all sides."
He added, "The Shabwa governorate will not be the one who unites Yemen, but it will not be the one who divides it. When the conditions of Yemen are stabilized and the project of secession or the system of regions is on the table, Shabwa will be part of this project or that, and we have to build the governorate, whether the government is in Sanaa or Aden, and we have leaders In the Transitional Council and the parties, they have wisdom, awareness and knowledge of these matters, and wisdom and reason will prevail. Shabwa has suffered greatly from conflicts, and it is time for our governorate to avoid the square of conflict.”
Al-Awlaki praised the victories achieved by the forces of the southern giants in their liberation of the districts of Bihan within the "Hurricane of the South" operation at the beginning of this year. Its dominance over the northwestern districts of Shabwa affected society, the environment, and public and private facilities. The giants’ forces had a great role in defeating the Houthis from the governorate, and there is no doubt that the concerted efforts of all parties helped a lot to victory.
On the reasons for the quick victory achieved by the giants, especially since the government forces that were in Shabwa during the three-month period that followed the Houthi takeover of the northwestern districts of the governorate, did not fight the battle of liberation, he said, "When there is determination, honesty and seriousness, decisiveness comes, and on the contrary, when the plots come. Political and special interests, this turns on the ground, especially in war.
He added, "Add to this the lack of competent leaders, the high voice of partisan and political rivalries and narrow loyalties, which undoubtedly played a role in what happened in the governorate, and the impact of this is not only in Shabwa, but in the whole country, so whenever there is honesty and determination, victory will come."
Governor Al-Awlaki touched on the corruption of the Ben Adyo authority and its allegations regarding the completion of hundreds of projects within three years, and the reason for issuing in the middle of last month a decision to form a committee to evaluate the projects implemented by the previous authority, and said, “We found that there are projects that were spent on the governorate’s share of oil production, an amount and an amount of One hundred million dollars, which is now debts on the province, we want to know where and how those sums were spent, and where the implementation of the projects has reached, and from here we formed the committee that is about to finish its report.”
Al-Awlaki stressed that the damage caused by the Houthi militia in its war and occupation of Shabwa is great, pointing to the damage to a number of government interests, roads and water projects, in addition to citizens' personal property, the disruption of citizens' businesses, and the closure of primary and secondary schools.
He added, "As soon as the victory was achieved, we in the local authority rushed to normalize the situation in the governorate, especially in the three Baihan districts that were under the rule of the Houthi group, so we sent government teams from electricity, water, education, and health to inspect the damage, and put quick treatments for some of them, so it was done. Schools and security centers reopened, souls calmed down and people returned to their normal lives.
Al-Awlaki believes that the greatest damage suffered by the liberated areas today is the minefields, where the Houthi planted tens of thousands of mines of various kinds and forms in the districts of Bihan, especially in Usaylan, which caused extensive damage and great human suffering. It is evident that no city, village, or road is free of these mines.
He pointed out that the local authority has contacted more than one local, Arab and international party in order to help remove these mines, and indeed, the Masam Saudi Program and the Giants Forces, in addition to local community efforts, have disposed of many of them, expressing his belief that they may need a longer time due to To the sheer number of those mines.
Governor Al-Awlaki spoke about the priorities of his security plan within the framework of his moves to rearrange the situation of the opposing security services, and said, "His plan is based on assembling all forces and security services, and establishing joint security forces under one operations room under his personal supervision, as the head of the security committee in the governorate, and indeed the Shabwa Defense Forces began Spread in a number of areas of the province, especially the provincial capital Ataq and the districts of Bayhan, and the governor says, commenting on the multiplicity of security services, "Shabwa accommodates all its citizens. I will not set myself one side against another, it is necessary to accommodate all.”
The Governor of Shabwa denied that there was any disagreement regarding the Balhaf LNG project, as portrayed by some in the media, and explained in this regard that the Balhaf project is linked to high-ranking leaders such as the president and the government, and that he sat with some parties on this issue, and that the political leadership, the coalition and multinational companies are foremost France's Total is interested in the project, stressing that there will be no dispute or conflict, and that the state and government leaders are authorized to talk about this issue.
Al-Awlaki noted the support of the Arab Alliance for development efforts in the governorate, and pointed out that steps have already begun in this aspect, and that the UAE completed a few days ago the establishment of a hospital in the governorate’s capital and committed to operating it, and a study of the implementation of a number of projects is being conducted by them.
He added, "Likewise, the brothers in Saudi Arabia sent a technical team to study the governorate's development and service needs, and they went to the governorate's directorates, and the truth is that we need as basic priorities to develop the sectors of health, education, electricity, water, roads and higher education, and we seek with them and from national revenues also to find real development on the ground."
