A recent human rights report estimated that the total amount seized by the Houthi militia, the Iranian arm in Yemen, of funds and revenues for assets, real estate and movables, amounted to more than two billion US dollars, as it used its media to pave the way for the looting.
The report issued by the "Sam Organization for Rights and Freedoms" - under the title "The fiefdom of the guard and the deception machine" - documented the seizure by the "judicial guard" of the Houthis alone on more than 1.7 billion dollars in the value of money imports, companies, institutions and associations.
Besides the force of arms; The Houthis use the so-called "judicial guard" "the Central Bank of Sana'a", "the Public Prosecution Office", the "criminal court", the "public funds court" and the "security and intelligence agency" to coordinate looting operations, in addition to its media for coverage and justification.
According to the report, more than 38 major companies, institutions, universities and hospitals were seized by the so-called "judicial guard" of the Houthi militia in the capital, Sana'a alone, and each company includes dozens of branches in many governorates.
The report investigated 49 incidents of looting during 5 months (October 2021-February) committed by the Houthi militia.
The looting included the property of politicians, government officials, tribal sheikhs, merchants, financiers, military leaders, media professionals, media organizations, women, educators, academics, and even farmers.
The report indicated that the means and effects of looting and burglary of property correspond to the war economy and money laundering, with its fraud, robbery, extortion, and deliberate violence to control profitable assets, investing the looted funds in tradable activities, and exploiting the labor force in looted properties.
The arms of the judicial guard
The report indicated that more than 23 leaders of the Houthi militia work for the so-called "judicial guard", which is run by the terrorist "Saleh Misfer" in Sana'a only, and uses them to loot and manage confiscated company funds.
He cautioned that Misfer owns many arms and personalities who work for him in other governorates, but they are not as visible as his supporters in Sanaa.
The report revealed that the "Judicial Guard" was built from the proceeds of the looted funds, investment companies, including "Yemen Vaz Future" and "New Technology" specialized in technology and information, and "Special Ops" company specialized in security services.
In November 2021, the UN Security Council and the US administration imposed sanctions on "Saleh al-Shaer" for managing the "judicial guard" and as the financial and logistical official for the Houthi militia, investing more than $100 million and exploiting dozens of companies and institutions to finance the war.
Looting under the guise of treachery
The report refutes the tactic of "looting under the cover of treachery", which the Houthi militia relied on, along with the arbitrary robbery of Yemenis' property and money.
In order for the victims not to defend themselves and their money, the militias were silenced with treason, mercenary, and infidels, as well as accusing them of working and supporting the internationally recognized government or financing hostile activities, links to intelligence services, tax evasion, financial obligations to others, and disputes between partners.
According to the report, these Houthi campaigns aimed to liquidate funds and legitimize the looting of the so-called "judicial guard", as the name of the "People's Committee to Claim the Stolen Funds" was created to promote before international forums that "what you are doing is a result of popular pressure."
