The Houthi Endowment Authority..an institution for collection and looting, and a tool for assault and violation of rights

Recently, Sanaa witnessed several attacks carried out by members of the Houthi militia, the Iranian arm in Yemen, affiliated with the so-called General Authority for Endowments, against a number of merchants, investors and citizens who rented endowment properties.

The attack that took place on the merchant Ahmed al-Kbous by militia members in the Endowment Authority was only an example of the extent of the attacks that are now being carried out in public by this illegal body that was established with the aim of seizing the endowment funds and properties.

The Houthi militia, as part of its policy of changing the identity of the Yemeni state and eroding the public service with entities and institutions that are established outside the constitutional and legal frameworks, issued a decision to amend the name of the Ministry of Endowments and Guidance, and a decision to establish what it called the General Authority for Endowments a year ago and appointed the leader of the militia and belonging to the family of its leader, Abdul Majeed.  Abdul Rahman Hassan Al-Houthi, Chairman of the Commission.

Over the course of a whole year, the commission, which now owns armed elements employed by its head, who belongs to the family of the militia leader, has carried out repeated attacks on all those who rent properties belonging to the endowments with flimsy justifications and pretexts, most notably their failure to pay the rent dues for the properties they rent.

Sources in the Endowments Office in Sanaa told NewsYemen: The violations practiced by the Endowments Authority have gone beyond constitutional, legal and even moral texts, as they engage in unlawful attacks on people, noting that although there are imbalances with regard to the collection of revenues from rental endowment properties, these imbalances  It could have been resolved and bypassed by agreements between the newly created body and the tenants through a process of negotiation and understanding far from aggression and violence.

The sources added: The problem lies in the fact that the new body, which is run by a leader belonging to the family of the militia leader and called Abdul Majeed al-Houthi, is now playing a suspicious role in looting and stealing endowment funds by putting in place customary texts for the collection and collection of leased endowment funds away from the legal texts that govern  The relationship of the citizen and state institutions, the relationship of the landlord and the tenant, or the powers of the judicial control institutions that are supposed to be the reference for the implementation of laws in the event of violation by anyone.

The sources indicate that the Houthi Authority is now setting the rent amounts for endowment properties in large amounts and insists on collecting the delayed rents from the tenants according to these amounts.  This brings the tenants huge amounts of money that exceed even the possibilities of their business and investments.

The sources confirm that the Houthi militia has transformed the  endowment Authority into an institution through which it exercises the process of settling and replacing its dynastic elements instead of national cadres, and a tool for manipulating and controlling the endowment funds and properties and harnessing them to their advantage, as former tenants are expelled and Houthi leaders replaced them.  The institution has become a tool for collection and the practice of thefts and looting of public money for the benefit of the militias and their leaders in an open way and far from appealing to any standards or constitutional or legal texts, especially since this institution is an institution that operates outside all constitutional and legal frameworks and texts, and everything issued by it is null and void.  Void is false, as the sources say.
