The Prime Minister cancels the record of the leaders of the Taiz axis to loot the financial revenues

The head of the equal government, Maeen Abdulmalik, directed the cancellation of the minutes of an illegal agreement to lead the Taiz military axis, which is affiliated with the Islah Party, the local branch of the Muslim Brotherhood, and an official in the local authority, regarding imposing financial royalties and transferring them to a special account for the axis.
In a note addressed (Saturday) to the Governor of Taiz, Nabil Shamsan, the head of government confirmed that the minutes of the meeting of the governorate’s deputy, Aref Jamil, and the axis leadership regarding imposing illegal fees and supplying them to special accounts in the name of the axis leadership is in violation of the provisions of the provisions of the financial law No. (8 of 1990 and its executive regulations).
He added that the record violates the laws and regulations related to the distribution of competencies and the determination of the powers entrusted to the various state authorities, whatever the justifications that called for this, but it does not authorize the local authority in the governorate and the leadership of the axis of legislation for practices that violate the provisions of the constitution and the laws in force.
Abdulmalik directed to cancel the report, stop any practices that include imposing financial fees outside the law, stop interfering with the tasks of the concerned agencies under any justification, and hold everyone who practices them accountable.
The Governor of Taiz also directed to oblige all civil, security and military institutions and their leaders to perform the duties entrusted to them, without any failure or inaction.
And last week, the leadership of the Taiz military axis signed a report that included illegal decisions that allow them to control the financial resources of the local civil authority, plunder tax revenues and impose harsh financial royalties on citizens and merchants.
The minutes were signed, after a meeting held last Tuesday, headed by the axis commander, Major General Khaled Fadel, and in the presence of his advisor, Abdo Farhan (Salem), the military commander of the Brotherhood militia, the governor's agent Aref Jamil and the leaders of the armed formations affiliated with the axis.
The report came to confirm that the previous interference in the work of the revenue institutions and the closure of the executive offices by the wounded, was under directives from the leaders of the armed entities, to ensure that they obtain more financial resources.
According to official documents, the leadership of the axis implicitly acknowledged their responsibility for the chaos and attacks on state institutions in the city of Taiz, where it committed, in the record, to allow the return of work in the institutions and to prevent infringement on them and the disruption of their work by the wounded or the leaders of the battalions, in exchange for providing them with financial resources.
In this regard, the report stipulated doubling customs fees on cars and goods entering the city, raising passport issuance fees, and allocating an amount to be added to the qat tax to be supplied to the Taiz Military Axis account at the Central Bank, provided that additional percentages of the revenues of the rest of the offices are determined in favor of Axis leaders, later.
And he identified a second resource to feed the account of the leaders of the Taiz axis, by imposing “additional fees equivalent to the same legal customs duties on bicycles and vehicles and obligating the Director General of Customs to implement,” and setting up a customs point at the entrance to the city to collect this, and collecting customs fees “on oil derivatives and contraband of goods.” Cigarettes, firecrackers, and fertilizer.
He also approved re-arranging the status of the open account of the Taiz axis, in the branch of the Central Bank of Yemen, so that the disbursement from this account is carried out under the signature of each of the axis commander and head of operations only, which means canceling the powers of the governor.
