Yemeni students on scholarships: continuous suffering .. a weak response and a lost trust

The Yemeni government’s continued disregard for the students ’demands for more than two years has doubled their suffering and their inability to cope with life normally, especially with the emerging Covid 19 pandemic and the accompanying decisions.
The Association of Yemeni Universities Delegates had issued a statement that was preceded by dozens of statements, asking the legitimate government and the Ministry of Higher Education to disburse all late dues and solve students' problems.
The statement called for comprehensive solutions. It also conveyed the students ’dissatisfaction with the humiliation that is taking place, especially in the month of Ramadan and the days of Eid al-Fitr, despite the minister's repeated statements that the disbursement will take place within days.
Association President M. Hussam Al-Dais, in a statement to "NewsYemen", said: "Currently one quarter of the late four quarters has been transferred without fees, and this is not sufficient after a year’s delay, especially since (the Saudi program) guarantees payment of a full year, in addition to the tuition fees."
He added, the other matter must be disbursed to all students without exception, meaning that the recent decisions that the student be present by himself is not valid, because there are students who have legal entitlements such as graduates, and some have field research according to the law, and others are stuck not able to return now due to the restrictions of the ban Imposed in some countries, so why these conditions not accepting agencies?
Pointing out that the Yemeni side had to clarify this matter to the party that took on the payment without unforeseen conditions. We are facing entitlements that are supposed to be spent a year ago, not now, and the Ministry knows this and it must pay for everyone.
Repeated data request
The statement pointed to an important point, considering that delaying the payment of dues for two full years is normal for the concerned authorities, but when a quarter comes, they begin to request duplicate data that they already have, which affects the disbursement process smoothly and quickly without considering the damages caused by these procedures.
The statement addressed the Presidents of the Republic and the Ministers to carry out their responsibilities and oblige those concerned in the Ministry of Higher Education to adopt a permanent program and announce it to all, to pay dues and late fees and solve all the problems of scholarship students.
It should be noted that the demand for the necessity of disbursing the dues for the third and fourth quarters 2020, the first and second 2021, the fees for the past two years 2019-2020 and 2020-2021, and the disbursement of the books allowance for the past five years and the printing allowance determined in accordance with the law and the relevant delegating decisions.
Missing requirements and trust
According to Dr. Ali Al-Shahri - Secretary General of the Association - Some of the conditions of the Saudi side are not fully consistent with the Yemeni scholarship laws, and government agencies had to explain to them that so that the disbursement for all is done in accordance with the laws regulating instead of obstructing the exchange. The ministry must fully assume its responsibilities.
Pointing out the importance of pulling students out of this situation, it is not possible for people to spend time and effort in following up on legal dues, instead of being devoted to study and research.
He concluded by saying that there are many scholarship students who live with their children, and they are in dire need of psychological stability and facing life, especially in light of these conditions that the country is going through and what caused by the Corona pandemic.
The circular that carried these conditions and the new exchange mechanism had been circulated in many cultural attachés without taking into account the past period that thousands of scholarship students suffered from.
